I notice that for each license there are 3 buttons to purchase for Windows, OSX or Linux. Does this mean to use it on each operating system, each license has to be purchased seperately?

This means that VMProtect has own version for each OS (the Windows version works on Windows only, the Linux version works on Linux and the Mac version works on Mac). Anyway, all version support binaries for all operation systems (the Windows version also supports Linux and Mac binaries and vice versa). If you are going to use VMProtect on Windows and Linux you have to purchase two licenses (Windows and Linux).
