Can't resolve assembly: System.Net.Http

hi i have problem with "strip debug information"
.net 4.6.1 winform
error :
Can't resolve assembly: System.Net.Http, Version=4.1.1.3, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a
I installed and tested different versions of system.net.http but unfortunately this problem still exists.
I also have the same problem in another software with materialdesign xaml wpf
i use "vmp professional v 3.5 build 1241"
How to solve this problem?
